Guidance of Central Committee of CPK, to Misled Persons – The Khmer Rouge, 6/20/78
Guidance of the Party Firstly, for those who joined the CIA, Yuon (Vietnam) or KGB from 1946–1967: Who
-ever, even though he/she has already joined the CIA, Yuon (Vietnam) or KGB from 1946–1967, but later
on has not committed any traitorous activities, such individual shall not be punished. The Party has deter-
mined that joining the CIA, Yuon or KGB at that time was the nature of the situation, during the circumstances
in which the enemies were ravaging intensely and successively, in order to demonstrate their strengths so
that people would be afraid of them, and since our revolutionary forces were still facing difficulties. Joining
the CIA or Yuon or KGB was not right; however, our Party could tolerate them (exempt them from punishment),
if they conducted no traitorous activity after this. Secondly, for those who joined the CIA, Yuon or KGB from
1968–1970: For any person who joined the CIA, Yuon or KGB from 1968–1970, the Party shall not punish
him/her, if he/she has not done any traitorous activity later on. From 1968 to 1970 the political existence of
our Party was rising up, and the revolutionary forces were also making more progress, and the guiding lights
had all existed. However, the enemies were still stronger than us, and they were continuing to carry out their
barbarous ravaging activities, which caused some to feel pessimistic and to resign themselves to the situation
at that time, and then they joined the CIA, Yuon or KGB. In so doing they were wrong, but our Party will not
punish them, if they conducted no traitorous activity later on. Thirdly, for those who joined the CIA, Yuon or
KGB from 1970–1975: From 1970 to 16 April 1975, the subjectivity of our Party and Revolution were stronger.
However, even if they have been misled and joined the CIA, Yuon or KGB during that period, our Party shall
not punish them either. Joining the CIA, Yuon or KGB was wrong.
But the Party shall tolerate them (not punish them), if they do not carry out any traitorous activity later on.
Fourthly, for those who joined the CIA, Yuon or KGB from 1975–1978: Regarding those who have joined
the CIA, Yuon or KGB after the liberation, the Party will divide them into two categories as follows: First
category: Any person who is recalcitrant and who still continues to carry out his/her activity against the
CPK, the State Revolutionary Authority, the Workers–Farmers, the socialist collective regime, the Kampuchean
people, and the DK, such person shall be punished, because he/she is carrying out traitorous activity inten
-tionally, with his/her resolute opposing stance, with his/her satisfaction in serving the enemies such as the
CIA, Yuon and KGB. This sort of people has made the clear marks of their own boundaries, thus the CPK
must eliminate them. Second category: For any individual who stops carrying out traitorous activity from this
July 1978 onwards, and who tries to re-educate himself/herself, and who makes efforts in fulfilling the rev
-olutionary duty, such individual shall not be punished. The policy of the Party is to re-educate all the forces
who can be reformed. The Party and the people are making efforts in re-educating those who have been
misled to turn them back as their own good flesh and blood, and to be good forever, in order to join forces
in the defence and rebuilding of the country, and heightening the living standards of the people so that they
will rapidly progress and step up towards prosperity in all fields. Even for those who are carrying out oppos
-ing activities, the Party has also divided them into many more types: Type 1: Those who carry out resolute
opposing activities, as a network, by committing concrete acts successively. Type 2: Those who are carrying
out just some opposing activities by joining the activities with the groups as advised by the Type 1. Type 3:
Those who only express oral statements to attack, stir up, incite, cause fracture according to the advice
and propaganda from the Type 1.
Type 4: Those who have just been persuaded by the propaganda and whose names have just been record
-ed in the list as having joined the CIA, having joined with this, having joined with that…, with or without hav
-ing any understanding about it. Concerning Types 2, 3, and 4, the Party has a policy to re-educate and
admonish them in order for them to be awakened, and to return to take sides with our Party, Revolution
and People. For those who belong to Type 4, the Party determines that they shall not be punished because
they have been misled by the propaganda from the Type 1 who deceived them. Therefore, those persons
have to make efforts to re-educate themselves so that they will have a clear mind, then return to stand with
the Party’s, Revolution’s and People’s side, for fulfilling the duties very well and turning to oppose the traitors.
The Party and the people will take into consideration the re-education of those misled persons in order to
become clean people and good revolutionists. It is the same for those who belong to Types 2 and 3; these
persons must try hard to re-educate themselves in order to have a clear mind and to be better again. It is to
note that even for those who belong to Type 1, the Party also has a policy to re-educate them by all possible
means as feasible so that they will get rid of the misleading thoughts, be awakened and turn to take side
with our Party, Revolution, and Kampuchean People. Except for the resolute opposition group against the
Party, Revolution, People and Democratic Kampuchea who oppose successively as a network without
changing their minds, who refuse to live with the Party, Revolution and People of Kampuchea, and instead
resolutely bend down their heads crawling to serve the Yuon aggressor who swallows the territory, the
Soviet expansionist and its clique, the American imperialism and its clique — that the Party and the
Kampuchean people must eliminate them.
The Party is appealing to all those who have been misled to come back and to unify their hearts and minds
with our nation and people to defend and rebuild the country and to improve the living standards of the people
for speedy progress and for stepping up towards prosperity in all fields. This above Guidance of the Party
is a political guideline, a basis for the Party in the building up and expanding the revolutionary forces to have
greater number and with maximum strengths successively in accordance with a slogan which says: “The
people and the mass of people are the enormous forces of the revolution — if there are a lot of strong people
and mass of people’s forces, the revolution will win”. The Party has a guideline of building up and expanding
the revolutionary forces to be successively strong, which is why the Party has led the people to do the rev-
olution, and for which it has received tremendous great victories successively. With warmest revolutionary
fraternity. Made on 20 June 1978 Central Committee of the CPK Instructions for the Application [of this Guid
-ance]: It is requested to all the regions, sectors, and the military units to take this above Guidance to educate
and to conduct meetings inside their respective parties, core organizations, ministries and offices, in the military
units, cooperatives, factories, and worksites in order that all the masses of people will learn about this policy
of the Party. It is requested to diffuse and follow up the diffusions of this Guidance diligently, by doing and re
-doing it again successively in the short training courses, in the life style meetings, in the assemblies, in the
meetings, or during the days off. From now until the end of 1978, it is requested that each cooperative, each
factory, each worksite, each unit, each place educate and organize meetings 5 to 6 times.
