Another Step in Our Cooperatives’ Victories – The Khmer Rouge, 7/1978

In the new phase (damnak kal) of the socialist revolution over these past three years, our cooperatives have
gradually (chea lamdap) participated in the great mass movements to defend the country and eliminate the
aggressive, expansionist, territory-swallowing Yuon enemy; the great mass movement to make the socialist
revolution; and the great mass movement to construct socialism and elevate (loek damkaoeng) the people’s
standard of living. With respect to organization, cooperatives have expanded their units up to 1,000 households
(kruasar) per cooperative unit. Within each cooperative unit, various sectors (phnek) have also expanded,
such as cottage industry, animal husbandry, social action, medical care, and culture. All of this expansion
and development (rik-chamraoen) in organization has been carried out on the basis of a maximum spirit of
independence, mastery, and self-support. At the same time, there has also been cooperation in mutual help
and support between cooperatives. More particularly, in the great mass movement to attack and defeat the
aggressive, expansionist, territory-swallowing, genocidal Yuon enemy—and in the movement to sweep away
concealed internal enemies such as CIA agents, Yuon running-dog agents, and KGB agents—cooperatives
throughout the country have played an important leading role. They have carried out their missions and con
-tributed to strategic victory for the nation, the people, the Party, and the revolution. It was precisely within
these mass movements that the political, ideological, and organizational positions of all cooperative members
underwent strong (thom-thoat) step-by-step development in accordance with the revolutionary stance of the
proletariat and the political line of the socialist revolution of our Communist Party of Kampuchea. The vicious
and barbarous acts of aggression, expansion, territorial encroachment, and genocide by the Yuon enemy,
along with acts of national treason aimed at wrecking the revolution and lowering the people’s standard of
living by concealed internal enemies, have fueled intense national and class hatred.
This has been transformed into a broad mass movement to eliminate the external enemy and sweep away
internal enemies. As all cooperative members have demonstrated both combat and production achievements,
and in order to further advance the mass combat movement against the enemy and strengthen production,
our Party has decided to raise the status of all cooperative members so that all are equal. This marks another
important step in the victories of our cooperatives. Previously, there were three types of cooperative mem
-bers: full-rights members, candidate members, and depositee members. From now on, all members are
equal. There are no longer candidate or depositee categories. Regarding the selection of cooperative co-
mmittees, it is necessary to rely on the tenfold characteristics of the Party when considering cadres, as
follows: 1. A Staunch Revolutionary Stance in Terms of the Political Line of the Party They must have a
correct and firm political stance appropriate to their level, avoiding both right and left deviations, in carrying
out the Party’s concrete political tasks—especially in defending the country and building a democratic Kam
-puchea during this period of socialist revolution. 2. A Staunch Revolutionary Stand in Terms of Proletarian
Ideology They must uphold a firm proletarian ideology in all respects—materially, politically, and morally.
They must fully support collective property in all aspects of life and live according to the collective system.
They must demonstrate complete self-denial regarding personal property in all forms. They must consistently
struggle with determination and endurance against hardship in defending the country and building democratic
Kampuchea in line with socialist construction. They must remain vigilant against any persistence (krah)
of individualistic or private-property thinking. 3. A Staunch Revolutionary Stand in Terms of Internal Party
Unity Their personality (attacharoet), spirit, disposition (nihsay), and actions must always strengthen and
expand Party unity based on its political, ideological, and organizational principles.
They must be able to unite with the overwhelming majority (95–100%) and earn the trust, respect, and sup
-port of the masses. They must remain vigilant against attitudes or behaviors that undermine unity through
individualism or factionalism. 4. A Staunch Revolutionary Stand in Organizational Leadership and Work Im
-plementation They must adhere firmly to the Party’s correct organizational line. They must uphold democratic
centralism, the mass line, and the class line. They must practice collective leadership while also maintaining
strong individual responsibility in carrying out assigned duties. They must have a stance and attitude of lead
-ing the carrying out of work while remaining closely aligned with the masses in the unions, cooperatives,
and revolutionary army. They must consistently demonstrate creativity, mastery, and forward-moving ideas,
along with a spirit of “hot shock assault.” They must be highly vigilant against bureaucratic, mandarin, auth
-oritarian, militaristic, liberal, and single-minded (aekachet) styles of work, as well as against the tendency to
avoid responsibility in relation to the Party, the revolution, and the people. 5. A Staunch Revolutionary Stand
in Terms of the Party’s Revolutionary Vigilance, Maintaining Secrets, and Defending Revolutionary Forces
They must maintain a correct and steadfast stance of revolutionary vigilance, safeguarding secrets and def
-ending revolutionary forces in all circumstances. This applies to all actions—whether in work, speech, attitude,
or daily life—both inside and outside the Party. They must remain highly vigilant against liberalism and against
any failure to accept responsibility for revolutionary vigilance, the protection of secrets, and the defense of
revolutionary forces, whether in work, speech, attitude, or lifestyle. 6. A Staunch Revolutionary Stand in
Terms of “Independence, Mastery, Self-Reliance, and Mastery Over Oneself” They must uphold a high
standard of independence, mastery, self-reliance, and self-discipline in fulfilling all Party duties, in every
respect and under all circumstances. 7. A Staunch Revolutionary Stand in Terms of Developing a Biography
and a Revolutionary Outlook on Life (chiva-tuohsana-padevoat.)
They must maintain a correct and steadfast revolutionary stance, with a strong sense of responsibility in
continually reviewing and building their revolutionary biography and outlook on life. They must be honest
in this self-review, correcting both minor and major shortcomings, and actively strengthening and expan
-ding their virtues so that they continuously develop and improve. 8. A Staunch Revolutionary Stand in
Terms of Class Consciousness They must possess strong class consciousness, particularly in maintaining
the working-class stance of the Party, which has been developed through the revolutionary movement
led by the Party. 9. A Staunch Revolutionary Stand in Terms of Moral Integrity and Political Cleanliness
They must maintain a clean and upright moral life, avoiding corruption and disorderly behavior (lavasae),
and must not become beholden to the enemy. They must remain especially vigilant against liberal tend
-encies in their lifestyle. 10. Potential for Self-Development and Future Leadership It is necessary to eva
-luate the individual’s past and present qualities in politics, ideology, unity/solidarity, organization, and
leadership in carrying out work. Consider their capacity for growth, development, and progress, as well
as their potential to take on leadership responsibilities in the future. In practice, it is rare to find individuals
who meet all ten criteria fully. Therefore, careful evaluation is required to identify those who best meet
the standards overall. Particular emphasis should be placed on points 1, 2, 3, and 4, as they form the
foundation and core. At the same time, it is essential to clearly and systematically understand individuals’
biographies through broad inquiry among the masses.
Firmly grasping this victory, cooperative members across the country strive to carry out shock assaults
with even greater strength. They aim to eliminate aggressive, expansionist, territory-seizing enemies
and to root out hidden internal enemies, including agents of foreign powers, while also increasing agri
-cultural production such as rice and other crops. At the same time, they work to develop their political,
ideological, organizational, cultural, and technical capacities, strengthening their overall effectiveness
in serving the cooperatives. The future of the cooperatives is increasingly bright, advancing step by
step along the path of socialist revolution under the Communist Party of Kampuchea. The future of
the people—and of future generations—becomes more promising with each passing day.
